How to Become a FIFA Football Agent in 2027
To work as a football agent in international transfers you need a FIFA football agent licence. Here are the steps, from eligibility to keeping your licence, each with the FIFA rule behind it.
1Check that you are eligible
You must meet FIFA's eligibility requirements when you apply, and keep meeting them once licensed. Among them:
- No conviction for the criminal offences listed in the FFAR. A first-instance conviction already counts.
- No suspension of two years or more, disqualification or striking off for breaches of ethics rules, whatever role you held then (also as a player).
- Not found working as an agent without a licence in the 24 months before applying.
- No personal bankruptcy, and no role as majority shareholder, director or key office holder of a business that went bankrupt, into administration or liquidation, in the five years before applying.
- No interest in a sports betting business in the 12 months before applying.
- Not an official or employee of FIFA, a confederation, a member association, a league, a club or a body representing clubs or leagues (the only exception: being appointed or elected to a body that represents football agents). Working for a players' association is allowed.
- No interest in a club, academy or league. An ordinary club membership with a single, personal vote does not count as an interest.
If you fail a requirement you may not sit the exam and your application is denied.

2Apply on the FIFA Agent Platform in the application window
Since 2025 FIFA holds one exam a year, with a 45-day application period. For 2027 applications are expected to open around 20 January (not yet confirmed by FIFA). See the expected 2027 dates →
You pay an exam fee when applying. It is refunded only if you withdraw your application on the Platform before the deadline shown there. There is no exemption from the exam because of your profession (lawyers included).

3Pass the exam
The exam is online: 20 multiple-choice questions in 60 minutes, and you need 75% to pass. A question can have more than one correct answer, and you only get the mark if you select all of them. You may consult FIFA's study materials during the exam, so knowing where each rule is matters as much as memorising it.
You need a stable internet connection: if it fails during the exam, you cannot complete that attempt and the application is rejected. Below the pass mark you can ask for a review within three days, limited to obvious errors. You can retake the exam as often as you like, with a new application each time. In 2025, 1,406 of the 7,745 candidates who sat the exam passed (about 18%).

4Pay the licence fee within 90 days
After passing, pay FIFA's annual licence fee within 90 days, or the application is void. It is USD 600 for the first licensing period and USD 300 for each later one, paid as a lump sum through the Agent Platform (no instalments). Member associations may not charge you an extra registration fee unless national law allows it.

5Receive your licence
The licence is issued to you as a person, for an indefinite period. It is personal, cannot be transferred, and lets you provide football agent services worldwide.

6Keep your licence: annual fee and CPD
Pay the licence fee every year: if you miss the deadline the licence is provisionally suspended automatically, and withdrawn if you do not fix it within 60 days.
Earn at least 20 continuing professional development (CPD) credits per CPD year (1 October to 30 September). A course counts once you pass its assessment with at least 80%.

7Before you represent minors
You must first complete FIFA's designated CPD course on minors, which gives a three-year accreditation. You may approach a minor only from six months before they can sign their first professional contract, and only with the legal guardian's prior written consent. National rules can add requirements or ban representing minors.

- Only in narrow cases: former FIFA-licensed players’ agents who met the transitional conditions, and people licensed under a national licensing system that FIFA recognises. There is no exemption based on profession.

- As many times as you like, but you need a new licence application for each attempt.
